The National Competitiveness Commission [NCC] is a statutory body established by an Act of Parliament [Chapter 14:36], and falls under the purview of the Ministry of Industry and Commerce (MoIC). The Commission is mandated to facilitate the creation of a competitive environment for Zimbabwean businesses through the development, coordination, and implementation of key policy improvements required for domestic, regional, and global competitiveness. The Commission seeks to consider suitably qualified candidates for the following ‘Permanent Contract’ position to be based in Harare offices.

Corporate Secretary

The Corporate Secretary reports to the Executive Director and the Board of the Commission. The main responsibility of the Corporate Secretary will be to provide legal advice to the Commission.

Key Duties & Responsibilities:

  • Providing legal advice to the Commission by the set parameters.
  • Maintaining Corporate image and communicating Board issues to the public.
  • Drafting and reviewing, legislation, Statutory Instruments, Directives, and Circulars.
  • Attend public hearings on legislation affecting the Commission.
  • Drafting and reviewing contracts.
  • Providing legal advice on legal issues affecting the Commission;
  • Conducting legal research;
  • Advise the Commission on regulatory Compliance matters by the applicable legislation, set standards, and international best practices.
  • Analyse and identify legal risks and implications.
  • Attend meetings with various Ministries or other stakeholders on behalf of the Commission.
  • Represent the Commission at local, regional, and international workshops, conferences, and seminars.
  • Drafting and maintaining legal reports.
  • Managing legal and litigation processes in Liaison with external lawyers;
  • Assisting with Company Secretarial and compliance duties.

Qualifications, Experience, and Attributes

  • A Law Honours degree from a reputable University
  • Be a Registered member of The Law Society of Zimbabwe
  • A Certificate in legislative drafting is a distinct advantage
  • A Master’s Degree in Law is an added advantage
  • Experience At least 2 years post-qualification relevant experience, preferably from the public sector.
  • An appreciation of company secretarial and compliance duties.
  • An appreciation of corporate governance issues about public entities.
  • Excellent Drafting skills.
  • Strong problem-solving skills.
  • Strong analytical and communication skills.
  • Ability to maintain utmost confidentiality.
