From this definition, it is apparent that global risk has negative consequences on national competitiveness, hence it is worth exploring and conscientize economic agents so that they prepare accordingly.

The Global Risks Report is produced by the WEF from the institution’s Global Risks Perception Survey (GRPS), which was undertaken from 4 September to 9 October 2023 by the organisation’s Partner Institutes in 113 countries by 11 000 business leaders and 215 subject-matter experts and complemented by the Executive Opinion Survey (EOS).

The Global Risks Report analyses global risks over one-, two- and 10-year horizons to support decision-makers in adopting a dual vision that balances short- and longer-term risks.

The stability of the macroeconomic environment in an economy is one of the basic requirements that determine the ability of businesses to thrive and hence the overall competitiveness of a country (World Economic Forum). High inflationary environment in Zimbabwe has been one of the downside risk to macroeconomic stability, which is one of the critical factor for competitiveness.

Consequently, high inflation of 557,2% in 2020 and 314,5% in 2023 have acted against business operations and growth across all sectors of the economy. Figure 1 depicts trends in the annual rate of inflation for Zimbabwe over the period 2016 to 2023.

The business regulatory environment is critical for competitiveness of any nation, including Zimbabwe. Laws and regulations are policy tools used by Government to manage the affairs of the state. They are meant to support well-being and promote economic growth and development of a nation.

As a result, the ultimate objective is to create a supportive business environment that encourages innovation and investment in the economy. The combined impact is enhanced productivity, efficient markets, economic growth, and improved living standards.

However, not always would these laws and regulations yield intended objectives. When not designed properly, they can bring unintended consequences to the business environment, and adversely impact on competitiveness.

They can have significant negative side effects on targeted groups, other stakeholders, business environment, the economy and the society. Poorly designed laws and regulations, especially those governing business operations herein referred to as business regulations, may have strong implications on competitiveness of the country’s products, domestically and globally.
