										<content:encoded><![CDATA[<p>The position requires a professional person who will provide legal expertise for policy and regulatory development, working closely with Government, Private Sector, Development Partners<br />
and civil society stakeholders. The incumbent is a key person in the process of the Regulatory Impact Assessment (RIA), which evaluates economic, social, and environmental effects of business<br />
regulations in line the objectives of the Zimbabwe Industrial Reconstruction Growth Plan (ZIRGP), and National Development Strategy 1 (NDS1).</p>
<p><strong>Key Responsibilities:</strong></p>
<ul>
<li>Provide legal analysis and advice on business regulations, policies, and laws to ensure consistency with national productivity and competitiveness principles.</li>
<li>Assess legal frameworks for economic, social, and environmental impacts to enhance competitiveness.</li>
<li>Offer expert legal opinions on regulatory changes and their implications for Zimbabwe’s business environment, including policy interventions and recommendations.</li>
<li>Conduct and implement Regulatory Impact Assessments (RIAs) to evaluate the effects of business regulations on businesses, consumers, and the overall economy.</li>
<li>Collaborate with Government, Private Sector, Development Partners and civil society to gather input and feedback on regulatory impacts for balanced assessments.</li>
<li>Support the development of policies and regulations that foster competitiveness, innovation, and economic growth.</li>
<li>Monitor RIA international best practices and compliance with regional and global regulatory frameworks.</li>
<li>Develop and maintain a database on business regulations affecting national productivity and competitiveness.</li>
<li>Draft legal reports, position papers, and regulatory guidelines for stakeholders</li>
</ul>
<p><strong>Qualifications, Experience, and Attributes</strong></p>
<ul>
<li>Bachelor’s degree in law (L.L.B) or related field from a reputable University.</li>
<li>Be a Registered member with The Law Society of Zimbabwe.</li>
<li>A Certificate in legislative drafting is a distinct advantage.</li>
<li>At least 2-3 years of experience in a legal or regulatory role, preferably in a Government Agency, private sector organization, or civil society group.</li>
<li>Experience in RIA methodologies and cost-benefit analysis is a plus.</li>
<li>Experience in policy development, analysis and/ implementation.</li>
<li>Strong understanding of legislation, rulemaking processes, and regulatory compliance.</li>
<li>Excellent legal writing, analytical, and communication and interpersonal skills.</li>
<li>Ability to work independently and collaboratively in multidisciplinary teams.</li>
<li>Knowledge of Zimbabwe’s regulatory frameworks</li>
