										<content:encoded><![CDATA[<p>The National Competitiveness Commission [NCC] is a statutory body established by an Act of Parliament [Chapter 14:36], and falls under the purview of the Ministry of Industry and Commerce<br />
(MoIC). The Commission is mandated to facilitate the creation of a competitive environment for Zimbabwean businesses through the development, coordination, and implementation of key policy<br />
improvements required for domestic, regional, and global competitiveness. The Commission seeks to consider suitably qualified candidates for the following ‘Permanent Contract’ positions to be based in Harare offices</p>
<p><strong>Reports To: Domestic &amp; International Competitiveness Manager</strong><br />
The Competitiveness Analyst is responsible for conducting research, surveys, analyzing data, and providing strategic insights on domestic, regional and global competitiveness. The role involves<br />
assessing Zimbabwe’s competitiveness performance, identifying constraints to competitiveness, benchmarking with comparator countries, and recommending policy measures to enhance the<br />
country&#8217;s competitive position in regional and global markets.</p>
<p><strong>Key Duties</strong></p>
<ul>
<li>Collect, process, and interpret economic and sectoral data related to productivity, competitiveness, trade, investment, and cost structures, and benchmark Zimbabwe’s performance against comparator countries.</li>
<li>Continuously monitor the cost drivers in the business and economic environment and advise on measures to be undertaken to enhance productivity, competitiveness, and address current and emerging costs challenges.</li>
<li>Identify sectors of the Zimbabwean economy that have potential for global competitiveness, whilst also paying due attention to issues of the structure and size of industry, technology<br />
gaps and skills, infrastructure and modernization needs.</li>
<li>Undertake competitiveness surveys such as the Executive Opinion Surveys, Future of Jobs Surveys, Business Perception Surveys, Rural &amp; Urban Councils Competitiveness Index<br />
(RUCCI) Surveys and Innovation Surveys.</li>
<li>Contribute to the development of Zimbabwe Competitiveness Reports, national competitiveness strategies and policy frameworks to improve the ease and cost of doing business.</li>
<li>Analyse the country’s international competitiveness performance, namely scores and rankings under various indicators, to monitor competitiveness trends and prepare periodic<br />
reports and policy briefs on competitiveness.</li>
<li>Develop and maintain a national competitiveness database.</li>
<li>Engage with Government agencies, industry associations, chambers of commerce, business leaders, Development Partners, Civil Society and the academia on competitiveness-related<br />
initiatives.</li>
<li>Represent the Commission in forums, conferences, and policy dialogues related to competitiveness.</li>
<li>Support awareness campaigns to promote competitiveness and productivity best practices.
<p><strong>Qualifications, Experience, and Attributes</strong></li>
<li>Bachelor’s degree in economics, Business Administration, International Trade, Development Studies, or a related field.</li>
<li>A master’s degree in a relevant field is an added advantage.</li>
<li>At least 2–3 years of experience in economic research, policy analysis, or business competitiveness.</li>
<li>Experience in working with Government institutions, private sector organizations, or international agencies is an added advantage.</li>
<li>Traceable published work is an added advantage.</li>
<li>Strong analytical and research skills.</li>
<li>Proficiency in economic and statistical analysis tools (e.g., E-Views, SPSS, STATA, Advanced Excel).</li>
<li>Excellent writing and presentation skills.</li>
<li>Good understanding of global competitiveness frameworks.</li>
<li>Strong communication and stakeholder engagement skills.</li>
<li>Ability to work independently and in a team-oriented environment.</li>
</ul>

<p><strong>Key Duties &amp; Responsibilities</strong></p>

<li>Undertake evidence-based research and benchmarking, as well as maintain a comprehensive national statistical database for use in the analysis of competitiveness across all sectors of the economy;</li>
<li>Develop, coordinate and implement key income and pricing policies that will enhance global competitiveness;</li>
<li>Analyze and provide information on old and new business regulations that need to be reviewed to enhance national competitiveness;</li>
<li>Carry out analysis of existing policies, processes, products and services; and where applicable recommend improvements in line with operational standards, legislation or organizational requirements;</li>
<li>Identify, verify and monitor key cost drivers in all sectors of the economy to enhance national competitiveness and productivity;</li>
<li>Conduct value chain analysis;</li>
<li>Track macroeconomic developments to assess the impact on competitiveness;</li>
<li>Liaise with Government Ministries, Departments Agencies (MDAs) Development Partners, Sponsors, Academia, Business Membership Organizations (BMOs) and other stakeholders on national competitiveness;</li>
<li>Represent the Commission effectively on inter-agency working policy groups and form sound working relations;</li>
<li>Any other duties as may be assigned</li>
</ul>

<p><strong>Qualifications, Experience, and Attributes</strong></p>
<ul>
<li>A Degree in Economics, Business Studies, Statistics or a related discipline;</li>
<li>A relevant Master’s Degree in a relevant field will be an added advantage;</li>
<li>At least 3 years’ experience in policy formulation under the Government or Private Sector.</li>
<li>Verifiable experience in Economic Policy Analysis and excellent Research Skills;</li>
<li>Results-driven and ability to relate with various stakeholders at all levels;</li>
<li>High computer proficiency</li>
<li>Good oral and writing skills.</li>
</ul>
